The overall goal of this project is to enhance transparency and accountability in Albania’s PP processes, with a specific emphasis on PPPs and PCs, by establishing a professional and independent OPC that will serve as a dynamic and reliable platform for ongoing monitoring, detailed analysis, proactive advocacy, aiming to provide scientifically based recommendations to improve the entire system of PC.
Through the OPC, the project aims to build a coalition of civil society organizations, media, academia, and experts with the necessary skills and tools to monitor and report on procurement activities, the OPC will empower these stakeholders to hold public entities accountable. This empowerment is essential for cultivating a vigilant community that actively engages in promoting transparency and advocating for necessary reforms. The project will create a space where annual reports, analysis, debate, and advocacy come together through engaging all stakeholders, CSOs, media, academia and experts, including government, businesses. The OPC will not only facilitate these efforts but will also serve as a repository of best practices and a platform for informed dialogue among all stakeholders involved in PP. Therefore, this project comes as a strong necessity to make a substantial and transformative CSOs contribution in monitoring and addressing the systemic vulnerabilities identified in the current procurement practices.
