On May 12, 2025, we successfully launched the series of trainings on monitoring Public-Private Partnerships (PPP), bringing together law students from the Faculty of Law at Aleksandër Moisiu University in Durrës Universiteti “Aleksandër Moisiu” Durrës. The theme of this training was “Monitoring Public-Private Partnerships in Albania”, an important step in raising awareness and educating the new generation about the role of PPP monitoring. ![]()
During this training, students were introduced to:
The applicable legislation for public-private contracts.
Monitoring indicators and the methodology for assessing them.
Different challenges that Albania faces in implementing and monitoring these contracts.
The role of citizens and students in ensuring transparency and accountability during the implementation of these projects.
The training was conducted with the presence of Prof. Dr. Andon Kume Universiteti “Aleksandër Moisiu” Durrës, who shared valuable insights on the legal aspects of PPPs and the importance of monitoring for security and accountability, together with Av. Franc Terihati, Executive Director of CLE – Centre for Legal Empowerment, and PhD Besa Ombashi, Executive Director of Albanian Institute for Research, who contributed greatly to the development of the training. ![]()
This activity is part of the “Building Capacities for Sustainable Monitoring of Public Contracts” project, supported by the Ministry of Foreign Affairs of the Netherlands (Embassy of the Netherlands in Albania), under the #matraproject2024. ![]()

In the coming weeks, we will conduct 8 more trainings for law students in other cities such as Tirana, Shkodra, and Vlora.
