On May 19, 2025, at “Aleksandër Moisiu” University in Durrës, the second training session on Monitoring Public-Private Partnerships (PPPs) was held, with active participation from law students of the Faculty of Legal Sciences.
Training Topic: “Monitoring PPPs in Albania”
This training aimed to raise awareness and strengthen the capacities of the younger generation to promote transparency and accountability in major public projects.
The training benefited from the input of Prof. Dr. Andon Kume, who highlighted the importance of student engagement in monitoring public contracts as part of active citizenship.
During the session, students were introduced to:
Key Indicators for:
Assessing and monitoring compliance with legal and sub-legal frameworks during PPP procedures;
Monitoring the implementation phase of concession/PPP contracts;
Evaluating transparency and enforcement of the right to information by public institutions.
Transparency and Access to Information:
Students explored official platforms and websites where relevant PPP information and documents are published.
Practical challenges in the implementation and supervision of PPP contracts were discussed, along with the role of different actors in addressing them.
The role of citizens and youth in enhancing transparency and public accountability was emphasized.
Public contracts are a key component in the European integration process, fostering better governance, transparency, and sustainable development.
This initiative builds a bridge of cooperation among:

civil society organizations (CSOs)
universities
The training was organized within the framework of the project “Strengthening Capacities for Sustainable Monitoring of Public Contracts”, supported by the Embassy of the Netherlands in Albania under the #matraproject2024![]()
